In 2006, the state of California signed the Global Warming Solutions Act (Assembly Bill 32, or AB 32). The state assigned the California Air Resources Board (ARB) to administer the program to reduce greenhouse gas emissions to 1990 levels by the year 2020.

As part of the program, the ARB developed a cap-and-trade program that covers 85% of the state’s economy, including industrial facilities, electricity providers and importers, and transportation fuels.

In April 2015, Governor Brown announced an executive order to cut greenhouse gas emissions by 40% from 1990 levels by 2030. By 2050, reductions are expected to reach 80% below 1990 levels.
