The Prevention of Significant Deterioration (PSD) Tailoring Rule requires case specific greenhouse gas (GHG) BACT assessment for newly constructed facilities that emit 100,000 tons per year (tpy) of carbon dioxide equivalent (CO2e), or for existing facilities that increase GHG emissions by 75,000 tpy or more.
BACT is an emissions limitation which is based on the best degree of control that can be achieved; a case-by-case decision that considers energy, environmental, and economic impact.
